Massachusetts Cannabis Sales Surpass $4 Billion

On November 8, 2016, Massachusetts voters approved Question 4, legalizing cannabis for adults 21+. Cannabis possession and home cultivation became legal on December 15, 2016, and retail sales began on November 20, 2018. By 2023, total sales surpassed $4 billion.

Social Equity and Delivery Services

Massachusetts launched a first-of-its-kind social equity program to ensure economic opportunities in the cannabis industry. In 2020, the Cannabis Control Commission reserved all delivery licenses for social equity applicants, and deliveries began in June 2021.

The 2016 Yes on 4 Campaign

The Campaign to Regulate Marijuana Like Alcohol (CRMLA) led efforts to end prohibition, backed by advocates, attorneys, and business experts. A strong signature drive in 2015 ensured the initiative qualified for the ballot. The campaign highlighted key messages, such as cannabis being safer than alcohol and the public health and safety benefits of regulation.

With 53.6% of the vote, Question 4 passed, securing legalization for Massachusetts. However, lawmakers attempted to delay implementation, sparking controversy. Due to public pressure, a compromise bill was signed into law on July 28, 2017, largely preserving the original initiative.
