Other 2025 Cannabis Bills
- HB 196 (Rep. Jonah Wheeler) would automatically annul cannabis possession convictions, helping those with past offenses access jobs, housing, and education. The House passed it on February 20, 2025—it now moves to the Senate.
- HB 190 proposes higher possession limits for medical cannabis.
- HB 53 seeks to legalize home cultivation for patients.
New Hampshire’s Decriminalization & Annulment Laws
- In 2017, Gov. Chris Sununu signed HB 640, reducing possession penalties to a civil violation with a fine.
- In 2019, HB 399 allowed annulment of past convictions for minor cannabis offenses.
- However, in 2024, new open container laws (SB 426) increased penalties for cannabis transportation, including possible license suspension for under-21 drivers.
Medical Cannabis Laws in New Hampshire
- HB 573 legalized medical cannabis in 2013, after years of advocacy.
- In 2024, HB 1278 expanded the program to include all debilitating conditions.
- SB 357 now allows any licensed healthcare professional to certify patients for cannabis use.
