Colorado: 10 Years of Legal Cannabis Sales

On November 6, 2012, Colorado voters made history by legalizing cannabis, becoming the first state in the U.S. (tied with Washington) to do so. Just over a year later, on January 1, 2014, retail cannabis stores officially opened their doors.

Now, more than half of Americans live in states with legal cannabis, and even former opponents of legalization, like Senator John Hickenlooper (Colorado’s governor at the time), have acknowledged that legalization has not led to disaster. In fact:
Teen cannabis use has declined
Workplace injuries have decreased
The state economy has grown significantly

As of January 2024, Colorado’s cannabis industry has generated over $2.6 billion in tax revenue and supports more than 30,000 jobs, according to the Colorado Department of Revenue.

Colorado’s Cannabis Laws

Under the state’s voter-approved constitutional amendment, adults 21+ can:

  • Possess up to one ounce of cannabis (later increased to two ounces in 2021).
  • Grow up to six plants (three mature at a time).
  • Purchase cannabis from licensed dispensaries.

Room for Improvement

Despite Colorado’s success, some other states have surpassed it in key areas of cannabis justice:
🚫 No employment protections – Unlike California, New Jersey, and New York, Colorado still allows employers to fire workers for off-duty cannabis use or positive drug tests, even if they used cannabis days or weeks earlier.
🔄 Evolving medical cannabis laws – Nearly half of all medical cannabis states now offer stronger patient protections than Colorado.

Key Milestones in Colorado Cannabis Policy

📅 1975 – Lawmakers reduce simple possession penalties to a fine.
📅 2000 – Voters approve medical cannabis legalization.
📅 2012 – Voters approve adult-use cannabis legalization (Amendment 64).
📅 2014 – Adult-use retail stores open to the public.
📅 2019 – Lawmakers approve home delivery and cannabis hospitality businesses (HB 1234 & HB 1230).
📅 2021 – Lawmakers increase the adult possession limit to two ounces (HB21-1090).
