Missouri’s Adult-Use Cannabis Market Expands
In November 2022, Missouri voters passed Amendment 3, legalizing adult-use cannabis and ending prohibition by over six percentage points.
The law imposes a 6% retail tax on cannabis sales and includes automatic expungement for nonviolent cannabis offenses. The Missouri Department of Health and Senior Services quickly launched legal sales in February 2023, leading to record-breaking sales of $126 million in March and creating thousands of jobs.

In 2018, voters passed Amendment 2 with 65.5% support, legalizing medical marijuana. Patients with conditions such as cancer, epilepsy, PTSD, and chronic pain can access cannabis with a doctor’s approval.
Qualified patients and caregivers with a cultivation card can grow up to six plants at home.
