Cannabis Industry Revenue Reaches Record $30 Billion in 2025

The legal cannabis industry crossed the $30 billion annual revenue threshold in 2025, according to data compiled from state regulatory agencies and industry research firms. The milestone represents a 12% increase over 2024 and underscores the continued maturation of what was once considered a fringe market.

California remains the largest single market with approximately $5.5 billion in annual sales, though the state continues to struggle with a robust illicit market that analysts estimate captures an additional $8–10 billion in unregulated sales. Illinois and Michigan have emerged as the most efficient legal markets, with high compliance rates and strong tax revenue relative to population.

The growth story of 2025 was not just volume — it was product diversification. Edibles and beverages now account for 28% of total sales, up from 18% in 2022. Cannabis beverages in particular have seen explosive growth, with THC-infused drinks becoming a mainstream alternative to alcohol in legal states.

Pricing pressure continued to challenge operators. The average price per gram of flower fell to $6.80 nationally, down from $8.20 in 2023. While lower prices benefit consumers and help compete with the illicit market, they have squeezed margins for cultivators and retailers operating under the 280E tax burden.

Multi-state operators (MSOs) continued to consolidate the market, with the top 10 companies now controlling approximately 35% of total legal sales. However, independent operators and craft producers have found success differentiating on quality, sustainability, and local brand identity.

Looking ahead to 2026, analysts project continued growth driven by new market openings in states that recently legalized, federal rescheduling tailwinds, and the ongoing conversion of illicit market consumers to legal channels as prices continue to converge.
